年に複数回､新入生を受け入れている大学も多いようなので､日本での､

• 四月に一斉に入学する新入生
• 四月ではなく､途中で入ってくる転入生

という区分とは違ったﾆｭｱﾝｽで New Student､Transfer Student が使われているように感じます｡

転入生のことをnewを使っていいたいなら､
(He is) a student new to this school のようにいえばよいでしょう｡
