丁寧な言い回しだと"Where would you like to go ?"なんてありますね｡

Where do you want to go sightseeing ?(あなたはどこへ観光で行きたいですか)
I want to go to Kyoto.(私は京都にいきたいです)
こんな例文なら疑問詞(副詞)whereを使っているのでtoは不要と腑に落ちるかと思います｡

授業中に｢Where do you want to go?｣を丸暗記せよという課題がでていて
その確認のためにﾃｽﾄを行ったのであれば"to"があれば減点されるでしょう．

でも英語のﾃｽﾄならば減点されるのはおかしいように感じます．
辞書にも both are correct/used と書いてありますので．
